Beginning in 2024, migrant, indigenous, Afro-Mexican, disabled, and sexually diverse populations will be represented in the Senate for the first time.
The National Council of the National Electoral Institute (INE), in accordance with the decision issued by the Supreme Senate of the Electoral Tribunal of the Judiciary of the Federation (TEPJF), has defined the way in which it will carry out affirmative actions to ensure the principles of gender parity and include vulnerable groups in the list of candidates for deputies and senators in the federal election process (PEF) 2023-2024.
The Electoral Authority issued rules for the registration of candidacies of indigenous peoples, Afro-Mexicans, persons with disabilities, persons with sexual diversity and migrants, political parties and coalitions, based on the regulatory model implemented in the 2020-2021 PEF.
As for the nine balancing actions to be carried out in the Senate, the relevant agreement mandates that three balancing actions be applied to the first 15 places on the candidate list, according to the principle of proportional or multiple representation, one of which will correspond to migrants, another to the indigenous population and another for persons with disabilities.
According to the principle of relative majority, four must correspond to the indigenous population, one to people of sexual diversity, and the other to Mexican Afro-descendants.
Candidates who are nominated as representatives of the indigenous population must compete in Campeche, Chiapas, Guerrero, Hidalgo, Oaxaca, Puebla, Quintana Roo and Yucatán, which are federal entities where the said sector has more than a 30% concentration.
For affirmative action people of diversity and Afro-descendants competing for a supermajority, candidates will be able to run in high- and low-competitiveness states.

On the other hand, the INE Complaints and Complaints Commission found that the three promotional advertisements issued by the team of the presidential pre-candidate for the PAN, PRI and PRD Xóchitla Gálvez did not meet the requirements of the preliminary campaign.
In view of this, the commission ordered the parties to replace the materials within six hours of notification, giving the media where they were broadcast up to 12 hours to remove and replace them.
